A decision was made to change the name of O. Reg. 240/00 (previously Mine Development and Closure Under Part VII of the Act) to include a reference to advanced exploration. The new name of the regulation is Advanced Exploration, Mine Development and Closure Under Part VII of the Act.

The Ministry has decided to amend O. Reg. 45/11 to set out the conditions that are required for mining claimholders to sell the end product of a bulk sample and recover associated costs, without first obtaining the Minister’s permission: a “permit by rule” approach. This will allow previous amendments to the Mining Act to come into force.

The Ministry of Northern Development, Mines, Natural Resources and Forestry has decided to amend the Mining Act, and O. Reg 45/11 under the Act to establish a public registry for licences of occupation, so the public can easily access the ministry’s information. The registry will be accessible through the Mining Lands Administration System (MLAS).
We have updated the Ministry’s policies regarding circumstances in which the holders of mining claims can receive orders that will extend or exclude time related to their requirement to perform and report on assessment work under the Mining Act.

Bill 13 received Royal Assent on December 2, 2021.

A decision was made to proceed with amending the Mining Act to support the recovery of minerals at current operating, closing or abandoned mines sites in Ontario through reprocessing of minerals, including critical minerals. Bill 13 contained amendments to the Mining Act in Schedule 12 and received Royal Assent on Thursday December 2, 2021.
Amendments were made to O. Reg. 267/03 under the Nutrient Management Act, 2002 to remove the five-year expiry of the Agricultural Operation Planning certificate. Housekeeping amendments to the Regulation and Protocol were also made to add clarity. No changes were made to the proposal as a result of consultation.
A decision has been made to implement an automatic financial penalty as part of a graduated penalty approach for hunters who fail to submit their mandatory hunter report(s). This penalty is an additional tool to promote hunter reporting compliance and improve reporting data used to make wildlife management decisions.
To help support expanded access to lower carbon energy sources from Ontario’s electricity grid, we have aligned our thresholds that determine which transmission lines require an individual environmental assessment with thresholds used by the Federal government for international electrical transmission lines.

We have made a minor amendment to the Environmental Assessment Act to make it clearer that the authority to amend a Class Environmental Assessment (Class EA) and a Class EA approval, includes changing the types (or classes) of projects that can follow a Class EA.
