On April 14, 2022, Ontario filed amendments to O. Reg. 541/05 (Net Metering) and consequential amendments to O. Reg. 389/10 (General) to clarify eligibility of third-party ownership arrangements for net metering, align regulatory requirements related to electricity retailing, and enhance consumer protection.
As part of Ontario’s Low-Carbon Hydrogen Strategy, the Ministry of Energy is considering several options that would provide reduced electricity rates for hydrogen producers to promote sustained growth in Ontario’s low-carbon hydrogen economy.
The Ministry of Energy has decided to move forward with the proposal. Lieutenant Governor in Council has approved the Orders in Council (OICs) and Minister’s Directive pursuant to the Ontario Energy Board Act, 1998 (OEBA). The OICs and Directive will facilitate the timely development of five new transmission lines in Southwestern Ontario.
As of January 18, 2022, the government implemented the off-peak Time-of-Use (TOU) electricity rate of 8.2 cents / kilowatt hour for all periods of the day for Regulated Price Plan (RPP) customers in response to COVID-19. The government intends for this to be in place for a 21-day period.
The Minister of Energy has extended the completion deadline for projects contracted under the legacy Conservation First Framework by eight months, with a possibility of an additional four-month extension based on qualifying criteria, to offset delays caused by COVID-19. We are providing this update to ensure transparency regarding sector activity.

On August 4, 2021, we amended O. Reg. 509/18, made under the Electricity Act, 1998, to temporarily suspend a prohibition on standing pilot lights for gas fireplaces. This suspension will take effect for products manufactured from August 5, 2021 to June 30, 2022.
We are proposing to increase the cost threshold for hydrocarbon pipelines that require Ontario Energy Board (OEB) approval through its Leave to Construct process from $2 million to $10 million. This proposal would support Ontario’s commitment to regulatory burden reduction and providing a reliable and cost-effective energy supply.

We made 28 natural gas projects eligible for funding under Phase 2 of the NGEP. 26 projects will connect customers and on-reserve communities across Ontario. 2 economic development projects will help businesses create jobs. The government also included requirements for utilities that receive funds.
