We decided to revoke O. Reg. 274/18 – Siting Restrictions for Renewable Energy Generation Facilities. Since municipal authority over the siting of new renewable energy projects has been restored, this regulation no longer applies to any projects.

We decided to revoke O. Reg. 326/09. As of July 1, 2021, timelines for all generation types seeking grid connection assessments will be the same. Related reporting requirements for Local Distribution Companies and the Independent Electricity System Operator will be removed.

The Green Energy Repeal Act repealed the Green Energy Act and amended other Acts to re-introduce conservation and energy efficiency initiatives, restore municipal authority over siting renewable energy projects, and create the authority to prohibit issuance of Renewable Energy Approvals, including where demand for electricity is not demonstrated.
The government has made changes to the Ontario Energy Board Act, 1998 to give the Ontario Energy Board the authority to grant, under specific circumstances, earlier access to land to electricity transmission project proponents for the purpose of conducting preliminary environmental studies prior to applying for Leave to Construct.

The government proceeded with the proposal to revoke O. Reg. 355/17 as it is a necessary first step toward achieving the Ministry of Energy, Northern Development and Mines’ (ENDM’s) plan to update Ontario’s long-term planning process.
The Minister of Energy, Northern Development and Mines issued a Minister’s Directive (approved by Order in Council No. 1351/2020, September 30, 2020), to the Independent Electricity System Operator requiring them to design, deliver and/or fund an electricity Conservation and Demand Management Framework between January 1, 2021 to December 31, 2024.
We have released a revised study area related to the Northwest GTA Transmission Corridor Identification Study. The study is ongoing, and we will continue to consider the comments received as we move forward with subsequent study milestones.
Amendments have been made to O. Reg. 95/05 Classes of Consumers and Determination of Rates to enable Regulated Price Plan (RPP) customers who pay Time-of-Use (TOU) rates to choose instead to pay tiered rates as of November 1, 2020.
ENDM extended certain deadlines by six months for conservation and demand management (CDM) projects to be completed under the CDM Framework in place from January 2015 to March 2019, called the Conservation First Framework (CFF). This was done to offset project delays caused by the COVID-19 outbreak.

On June 25, 2020, O.Reg. 509/18, made under the Electricity Act, 1998 was amended to harmonize Ontario’s efficiency standards for nine products with Natural Resources Canada, and to increase efficiency requirements for one product to align with Ontario Building Code minimum requirements.
On June 1, 2020, the government implemented a flat COVID-19 Recovery Rate of 12.8 ¢/kWh for all Regulated Price Plan (RPP) Time-of-Use (TOU) electricity customers. The government intends that RPP TOU customers will be charged this flat rate for all periods of the day, seven days a week, until October 31, 2020.
On March 24, 2020, the government set electricity prices for Time-Of-Use (TOU) customers at the off-peak TOU electricity rate of 10.1 cents per kilowatt hour for all periods of the day, seven days a week, until May 7, 2020. On May 6, 2020, the government announced its intention to extend the TOU off-peak rate until May 31, 2020.
We have updated Ministry of Energy, Northern Development and Mines’ Statement of Environmental Values to replace those of the former Ministry of Energy and the Ministry of Northern Development and Mines.

Following review of stakeholder submissions and other developments following the Ministry’s Green Button regulatory proposal in 2017-18, the Ministry decided not to proceed with the regulation as proposed. The Ministry is now considering options to make energy data available to consumers.
