The changes to the Planning Act in Bill 60 aim to streamline construction of homes and infrastructure. The changes to Community Improvement Plans and changing Minister's Zoning Orders (MZOs) to non-regulatory orders will help with streamlining and supporting development.

Minor Variances (As-of-right Variations from Performance Standards):
Generally concur with the proposed regulations for Minor Variances if kept to 5%, NOT 10%. Too much risk of abuse if 10% allowed.

The City of Kawartha Lakes' full comments are attached. Our key points:
- The proposed revisions to the Planning Act to eliminate, in certain situations, the need for a minor variance lack specifics and requires further refinement and consideration.

Municipalities should retain local planning authority; the Minister should not be able to override previously approved policies. I oppose this proposal in Bill 60.
