I support the comments made by Hamilton Conservation Authority and oppose the proposed amalgamation of conservation authorities. Local governance is incredibly important to protecting the watershed. Moreover, this amalgamation would be very expensive and is not a good use of our tax dollars. Read more

These changes are not okay. Conservation Authorities play a vital role in community planning. They ensure that development happens where its not subject to environmental extremes keeping people's homes and property safe and insurance costs down. Read more

Somehow, despite the comment period for this proposal ending today (December 22, 2025), legislation was passed almost a month ago amending the Conservation Authorities Act to create a new Ontario Provincial Conservation Authority (OPCA), under Bill 68, the so-called “Plan to Protect Ontario Act”. I disagree with this proposed amalgamation. To this point, previous provincial agency amalgamations have been abject failures, concentrating decision making away from communities into urban cores and opening the door for privatization of public goods and services. Read more

This is a terrible idea. Conservation authorities are responsible for numerous operations and combining them WILL result in some areas falling through the cracks. We need them for storm alerts, watershed health management, wildlife protection and so much more. Read more

Conservation Authorities (CAs) are most effective when decisions are made locally and informed by on-the-ground knowledge of soils, drainage, flood risk, and land use. Watershed-based boundaries are grounded in science and should be preserved to ensure safe, sustainable development. Read more

I strongly support the submission of the Hamilton Conservation Authority’s submission and oppose the amalgamation of conservation authorities. The HCA have been excellent stewards of the lands now under their care and the local decision making is working effectively.

I'm a rural homeowner in the South Nation watershed, and my family relies upon groundwater. In the current configuration our conservation authority is focused on the needs of our region in particular, and has a deep understanding of our watershed. Read more

My concern for this proposal is the size of the 7 new conservation authorities. It is less likely the local knowledge of the areas will be taken into account when important decisions are made. This could result in environmental harms and the possibility of increased flooding. Read more
